Narrative:

I (first officer) was flying plane. I thought the approach in use to dca was the DME lda to runway 18. While being vectored to intercept final approach course, the captain and I realized that the roslyn lda to runway 18 was the approach in use. I reset the frequency and the inbound course and flew the localizer and G/south to the airport. When I had a positive identify of runway 18, I executed a turn over the river and lined up for the runway. Because I did not have time to review the approach plate, I was delayed in making a left turn at the 3.5 iaso fix and overflew the buildings on the west side of the river. Suggestions for improvement. Eliminate one of the 2 lda approachs to runway 18 or if both are required put them on separate plates. Eliminate the localizer depiction of the approach plate at 3.5 mi to show the turn more clearly. On the ATIS, if using the lda approach emphasize that there are 2 lda approachs to dca.

Title: DID NOT FLY THE ROSSLYN LDA APCH PROPERLY AND FLEW LOW OVER BUILDING.

Narrative: I (F/O) WAS FLYING PLANE. I THOUGHT THE APCH IN USE TO DCA WAS THE DME LDA TO RWY 18. I RESET THE FREQ AND THE INBND COURSE AND FLEW THE LOC AND G/S TO THE ARPT. WHEN I HAD A POSITIVE IDENT OF RWY 18, I EXECUTED A TURN OVER THE RIVER AND LINED UP FOR THE RWY. BECAUSE I DID NOT HAVE TIME TO REVIEW THE APCH PLATE, I WAS DELAYED IN MAKING A L TURN AT THE 3.5 IASO FIX AND OVERFLEW THE BUILDINGS ON THE W SIDE OF THE RIVER. SUGGESTIONS FOR IMPROVEMENT. ELIMINATE ONE OF THE 2 LDA APCHS TO RWY 18 OR IF BOTH ARE REQUIRED PUT THEM ON SEPARATE PLATES. ELIMINATE THE LOC DEPICTION OF THE APCH PLATE AT 3.5 MI TO SHOW THE TURN MORE CLRLY. ON THE ATIS, IF USING THE LDA APCH EMPHASIZE THAT THERE ARE 2 LDA APCHS TO DCA.
