Narrative:

I was taxiing behind an small aircraft for another load (heavy) insecticide spraying for runway 11. I heard no radio traffic talk on unicom 122.8. I saw no other planes in any patterns. At present I have only a receiver to listen on unicom. There is alot of parallel taxiway construction in progress at our airport. There apparently were 3 other aircraft at the east side of the airport somewhat hidden by the construction equipment. I did not see them at all. (Approximately 5000' east). I began my takeoff on runway 11 and encountered an small aircraft also taking off on the only other runway, on runway 29. He was in a rented airplane from the FBO. I did not see him until I had lifted my tail at approximately 60 mph. We both stayed to the right and I kept my right wheel at the edge of our 75' runway. Traffic before was using runway 11, even though the wind was north 350 degrees approximately 5 mph. While I was loading, apparently someone or pilots changed the using runway. There was confusion. Problems. The FBO have alot of problems. Their age, health, and financial problems. They do have an attitude problem. They are trying to sell the business. They have been the operator for 23 yrs, they have run it into the ground. They do not answer the unicom when planes call in for advisories, they do not direct the appropriate runway for the current wind conditions. This is a safety problem. This city airport has a part-time manager. There was at one time a second FBO for competition but present FBO had him squeezed out by politics. This will give you some insight of the problems in the area. Also, the frequency 122.8 is shared by the greeley/weld co airport. When airborne the frequency is so cluttered with air traffic and talk from planes at greeley that we at longmont have a hard time communicating at or own airport. We need a different frequency for safety reasons.

Title: A CRITICAL GND NMAC AS TWO ACFT TKOF ON SAME RWY IN OPPOSITE DIRECTION AT A NON TWR UNICOM ARPT. REPORTER COMPLAINS OF POLICIES OF THE FBO MANAGER AS A SAFETY PROBLEM AND CITES AIRBORNE PROBLEM WITH FREQ ALLOCATION OF UNICOM AT ADJACENT ARPT 25 MILES AWAY WHICH COVERS TRANSMISSIONS AT REPORTER'S ARPT.

Narrative: I WAS TAXIING BEHIND AN SMA FOR ANOTHER LOAD (HEAVY) INSECTICIDE SPRAYING FOR RWY 11. I HEARD NO RADIO TFC TALK ON UNICOM 122.8. I SAW NO OTHER PLANES IN ANY PATTERNS. AT PRESENT I HAVE ONLY A RECEIVER TO LISTEN ON UNICOM. THERE IS ALOT OF PARALLEL TXWY CONSTRUCTION IN PROGRESS AT OUR ARPT. THERE APPARENTLY WERE 3 OTHER ACFT AT THE E SIDE OF THE ARPT SOMEWHAT HIDDEN BY THE CONSTRUCTION EQUIP. I DID NOT SEE THEM AT ALL. (APPROX 5000' E). I BEGAN MY TKOF ON RWY 11 AND ENCOUNTERED AN SMA ALSO TAKING OFF ON THE ONLY OTHER RWY, ON RWY 29. HE WAS IN A RENTED AIRPLANE FROM THE FBO. I DID NOT SEE HIM UNTIL I HAD LIFTED MY TAIL AT APPROX 60 MPH. WE BOTH STAYED TO THE R AND I KEPT MY R WHEEL AT THE EDGE OF OUR 75' RWY. TFC BEFORE WAS USING RWY 11, EVEN THOUGH THE WIND WAS N 350 DEGS APPROX 5 MPH. WHILE I WAS LOADING, APPARENTLY SOMEONE OR PLTS CHANGED THE USING RWY. THERE WAS CONFUSION. PROBS. THE FBO HAVE ALOT OF PROBS. THEIR AGE, HEALTH, AND FINANCIAL PROBS. THEY DO HAVE AN ATTITUDE PROB. THEY ARE TRYING TO SELL THE BUSINESS. THEY HAVE BEEN THE OPERATOR FOR 23 YRS, THEY HAVE RUN IT INTO THE GND. THEY DO NOT ANSWER THE UNICOM WHEN PLANES CALL IN FOR ADVISORIES, THEY DO NOT DIRECT THE APPROPRIATE RWY FOR THE CURRENT WIND CONDITIONS. THIS IS A SAFETY PROB. THIS CITY ARPT HAS A PART-TIME MGR. THERE WAS AT ONE TIME A SECOND FBO FOR COMPETITION BUT PRESENT FBO HAD HIM SQUEEZED OUT BY POLITICS. THIS WILL GIVE YOU SOME INSIGHT OF THE PROBS IN THE AREA. ALSO, THE FREQ 122.8 IS SHARED BY THE GREELEY/WELD CO ARPT. WHEN AIRBORNE THE FREQ IS SO CLUTTERED WITH AIR TFC AND TALK FROM PLANES AT GREELEY THAT WE AT LONGMONT HAVE A HARD TIME COMMUNICATING AT OR OWN ARPT. WE NEED A DIFFERENT FREQ FOR SAFETY REASONS.
