Narrative:

Could not maintain VFR sep from cloud while on arwy. Got as high as 12000' to stay just out of cloud--mostly 11600' as only 200' above tops. WX scattered to broken--mostly broken. FSS recommended against VFR--other pilots reported tops at 10500'. V25 south of klamath falls, north of red bluff, uncontrolled airspace outside of arwy, takeoff siskiyou county. Flew east to V25, then south. Flew through 3 holes to 11500' where the tops varied as arwy went south.
