Narrative:

MTR, making a series of practice VFR INS approachs under control of ZJX. After completing an ILS approach, the MTR turned north to the VOR 8 mi north of airport. Center got aby tower approval for MTR to transition to final approach fix (ab) putney 6 southwest of approach runway 04 at 2100'. Next contact with the aircraft by the tower was when the MTR was on 1 mi final runway 04, opp direction to runway in use. No coordination was effected by the center on this maneuver. They (ZJX) said that en route to putney, the MTR made a turn halfway between airport and putney (3 mi), reported over putney inbound. Center was supposedly monitoring the approach. Aircraft violated air traffic area. Center did not coordinate in a timely manner. Fortunately there was no opp traffic. The next approach the MTR made was a VFR approach to runway 16. The aircraft reported over the VOR, 8 mi out, and was told to report 3 mi. Traffic was departing runway 22 and 16. The MTR never reported and traffic was sequenced around him. The MTR was advised that the tower has no radar (BRITE scope) and the reporting pints requested by the tower were important to traffic, especially when it is opp. The MTR decided to depart the area. Extensive itinerant traffic and military practicing at this airport warrants a BRITE scope.

TFC WAS DEPARTING RWY 22 AND 16. THE MTR NEVER RPTED AND TFC WAS SEQUENCED AROUND HIM.
