Narrative:

Small aircraft in traffic pattern runway 16 with small transport on VOR approach to runway 16. Small transport not visible from tower due to its altitude below line of pine trees. A BRITE scope is needed to alleviate situation. NASA report filed previously on similar occurrences. Still waiting for an approval for BRITE scope or accident, which ever comes first. BRITE request should be a priority. Numerous pattern training at this airport, civil and military. Controller not able to separate aircraft due to this situation.

Narrative: SMA IN TFC PATTERN RWY 16 WITH SMT ON VOR APCH TO RWY 16. SMT NOT VISIBLE FROM TWR DUE TO ITS ALT BELOW LINE OF PINE TREES. A BRITE SCOPE IS NEEDED TO ALLEVIATE SITUATION. NASA RPT FILED PREVIOUSLY ON SIMILAR OCCURRENCES. STILL WAITING FOR AN APPROVAL FOR BRITE SCOPE OR ACCIDENT, WHICH EVER COMES FIRST. BRITE REQUEST SHOULD BE A PRIORITY. NUMEROUS PATTERN TRNING AT THIS ARPT, CIVIL AND MIL. CTLR NOT ABLE TO SEPARATE ACFT DUE TO THIS SITUATION.
