Narrative:

I departed O69 en route to sts. I climbed to 1500' MSL and monitored the sonoma county ATIS information. Changing frequency to tower, I started to monitor the traffic and listened as tower was trying to direct a lost pilot and handle other departing and arriving traffic. Approaching sts I called sonoma county reporting that I was at the air center with information. They replied that I was cleared for runway 32 and to report a 3 mi final. I acknowledged. Just as I was approaching the north end of the air center, in VFR conditions, visibility approximately 30 mi. Still at 1500' a commuter type airliner identify himself called the tower reporting in an excited voice that he just had a near miss with a blue small aircraft at the air center and that he was turning to avoid the near collision. I looked out the left side window and observed a commuter type airliner descending slightly to my altitude, level off and then make a climbing left turn. My indicated airspeed was 140 mph. I estimated that approximately 200-300' sep existed between my aircraft and the commuter type. The pilot of the commuter kept up a constant chatter with sonoma county tower wanting to know the identify of the blue small aircraft and that he was not talking to the tower. At the approximately 2 mi distance I was able to contact the tower, report that because of the radio traffic I couldn't report 3 mi and was given clearance to land on runway 32. The pilot of the commuter was told that he could land on runway 1 or 32 at his discretion. I landed west/O incident and taxied clear of the active, contacted ground and was given clearance to my destination on the airport. West/O confirmation I believe that the commuter was with ZOA and was probably given the ILS runway 32 approach. He probably descended from 3000' headed towards mones which is the OM at 1900'. Since it is impossible for me to observe any aircraft that is approaching from above or behind in the small aircraft I believe that the commuter pilot who would be looking ahead and down on my aircraft must have observed that he had traffic ahead of him and would have time to make a decision to either change direction or continue ahead in front of me west/O causing a near miss condition. Again, west/O information I believe that this pilot deliberately caused an incident by continuing on the localizer west/O regard for the safety of aircraft operating in the area.

JUST AS I WAS APCHING THE N END OF THE AIR CTR, IN VFR CONDITIONS, VISIBILITY APPROX 30 MI. STILL AT 1500' A COMMUTER TYPE AIRLINER IDENT HIMSELF CALLED THE TWR RPTING IN AN EXCITED VOICE THAT HE JUST HAD A NEAR MISS WITH A BLUE SMA AT THE AIR CTR AND THAT HE WAS TURNING TO AVOID THE NEAR COLLISION. I LOOKED OUT THE L SIDE WINDOW AND OBSERVED A COMMUTER TYPE AIRLINER DSNDING SLIGHTLY TO MY ALT, LEVEL OFF AND THEN MAKE A CLBING L TURN. MY INDICATED AIRSPD WAS 140 MPH. I ESTIMATED THAT APPROX 200-300' SEP EXISTED BTWN MY ACFT AND THE COMMUTER TYPE. THE PLT OF THE COMMUTER KEPT UP A CONSTANT CHATTER WITH SONOMA COUNTY TWR WANTING TO KNOW THE IDENT OF THE BLUE SMA AND THAT HE WAS NOT TALKING TO THE TWR. AT THE APPROX 2 MI DISTANCE I WAS ABLE TO CONTACT THE TWR, RPT THAT BECAUSE OF THE RADIO TFC I COULDN'T RPT 3 MI AND WAS GIVEN CLRNC TO LAND ON RWY 32. THE PLT OF THE COMMUTER WAS TOLD THAT HE COULD LAND ON RWY 1 OR 32 AT HIS DISCRETION. I LANDED W/O INCIDENT AND TAXIED CLR OF THE ACTIVE, CONTACTED GND AND WAS GIVEN CLRNC TO MY DEST ON THE ARPT. W/O CONFIRMATION I BELIEVE THAT THE COMMUTER WAS WITH ZOA AND WAS PROBABLY GIVEN THE ILS RWY 32 APCH. HE PROBABLY DSNDED FROM 3000' HEADED TOWARDS MONES WHICH IS THE OM AT 1900'. SINCE IT IS IMPOSSIBLE FOR ME TO OBSERVE ANY ACFT THAT IS APCHING FROM ABOVE OR BEHIND IN THE SMA I BELIEVE THAT THE COMMUTER PLT WHO WOULD BE LOOKING AHEAD AND DOWN ON MY ACFT MUST HAVE OBSERVED THAT HE HAD TFC AHEAD OF HIM AND WOULD HAVE TIME TO MAKE A DECISION TO EITHER CHANGE DIRECTION OR CONTINUE AHEAD IN FRONT OF ME W/O CAUSING A NEAR MISS CONDITION. AGAIN, W/O INFO I BELIEVE THAT THIS PLT DELIBERATELY CAUSED AN INCIDENT BY CONTINUING ON THE LOC W/O REGARD FOR THE SAFETY OF ACFT OPERATING IN THE AREA.
