Narrative:

While climbing out of ssi en route to clt we had to take evasive action in order to miss a helicopter. We were VFR attempting to get an IFR clearance. The other pilot had called sav approach. They had told us to contact jax center for clearance. We were calling jacksonville center when I saw the helicopter directly ahead at approximately 1/4 mi. I turned at 45 degree bank and increased our climb rate from 2000 FPM to 4000 FPM. We would have collided if neither of us had changed course but we missed by approximately 500'. Our department has changed our directives to require an IFR clearance prior to takeoff if at all possible. This would not have happened on an IFR clearance.
