Narrative:

I am an fpl at a part-time level I control tower. On may xx, xa, and xb, 1990, I was the only person scheduled to work the opening and closing shifts on the xb. I was responsible for working the following control positions combined; local control, ground control, flight data, and clearance delivery. Because this facility lacks any automated equipment, each IFR operation must be coordination via landline and the information all hand written. Although 'duty priority' is clearly defined in the 7110.65, I feel that being distracted by flight data and clearance delivery duties while working local control and ground control simultaneously at the least compromises safety at times and greatly causes delays when exercising 'duty priority' in accordance with the 7110.65. Resolution: our allotted staffing as defined by FAA washington headquarters does not permit more than one person to be scheduled on our opening or closing watch. I feel the staffing levels should be re-evaluated to ensure at least 2 personnel available for opening and closing watches.

ALTHOUGH 'DUTY PRIORITY' IS CLRLY DEFINED IN THE 7110.65, I FEEL THAT BEING DISTRACTED BY FLT DATA AND CLRNC DELIVERY DUTIES WHILE WORKING LCL CTL AND GND CTL SIMULTANEOUSLY AT THE LEAST COMPROMISES SAFETY AT TIMES AND GREATLY CAUSES DELAYS WHEN EXERCISING 'DUTY PRIORITY' IN ACCORDANCE WITH THE 7110.65. RESOLUTION: OUR ALLOTTED STAFFING AS DEFINED BY FAA WASHINGTON HEADQUARTERS DOES NOT PERMIT MORE THAN ONE PERSON TO BE SCHEDULED ON OUR OPENING OR CLOSING WATCH. I FEEL THE STAFFING LEVELS SHOULD BE RE-EVALUATED TO ENSURE AT LEAST 2 PERSONNEL AVAILABLE FOR OPENING AND CLOSING WATCHES.
