Narrative:

My brother and I arrived at the airport roughly XA00 in the afternoon. We rented the small aircraft. Intentions were just touch and go's. Local flight. We got to the plane, did a preflight. Everything was in accordance with normal procedures. I attempted to start the plane. There was no reaction from the propeller--no movement at all. I then turned the ignition off, master switch off and mixture was lean. My intentions were not to start the plane or ever attempt to start the plane by turning the propeller. The reason I was doing this was when I tried to start the plane with the key, which I did approximately 5 or 6 times. There was no movement out of the propeller whatsoever. This led me to believe that for some reason the propeller was frozen, or stuck. I intended to just move the propeller to take it out of its position and then try to restart with normal procedures. Upon doing this somehow, for whatever reason, the aircraft started. I proceeded to try to get the plane under control by jumping inside, but it happened to quick and collided with another aircraft. This is basically what happened.

Title: PVT PLT UNABLE TO START ACFT. NO PROPELLER MOVEMENT AT ALL. SHUTS OFF ALL SWITCHES AND ELECTS TO JUST MOVE PROPELLER. IT STARTS, ROLLS AND SMASHES INTO SECOND ACFT.

EVERYTHING WAS IN ACCORDANCE WITH NORMAL PROCS. I ATTEMPTED TO START THE PLANE. THERE WAS NO REACTION FROM THE PROP--NO MOVEMENT AT ALL. UPON DOING THIS SOMEHOW, FOR WHATEVER REASON, THE ACFT STARTED. I PROCEEDED TO TRY TO GET THE PLANE UNDER CONTROL BY JUMPING INSIDE, BUT IT HAPPENED TO QUICK AND COLLIDED WITH ANOTHER ACFT. THIS IS BASICALLY WHAT HAPPENED.
