Narrative:

VOR approach to runway 19L at sfo first officer flying, VMC, clouds 1200' scattered, visibility var 3 mi light rain. After final approach fix, descent rate was reduced, then increased to establish descent profile, near base of scattered cloud layer. The ground proximity warning system (GPWS) sounded while descent was reduced to desired profile. At this time the second officer inhibited the GPWS on his own initiative. The approach was well flown by the first officer to a smooth T/D. After landing I observed the GPWS switch in the inhibited position, and debriefed the second officer on the proper use of this system.
