Narrative:

2 aviation fgt's were performing aerobatics above 8000' MSL. Traffic called by controller to mdt as 10000'. The fgt's descended rapidly at and around the mdt. Pilot reports 1 fgt came within 100'. This area is bounded on 2 sides by federal arwys and on third side by standard INS departure off ont. This is third incident involving fgt aircraft from FBO at chino airport, chino, ca in last week. In discussion with crew from sanders they say they are staying within 1 1/2 mi block that is outside of arsa and arwys. I believe that they cannot physically keep those aircraft with boundaries. They consistently spillout, they will not talk to ATC, they occasionally use xponders, although not normally. It also appears that fgt pilots are intentionally making 'gun runs' on aircraft flying in the area. The fed arwys: V16, V283, V64; prado SID from ont airport and INS skyes departure from march AFB, ca all infringe on the area the fgts insist on performing aerobatic/gun run maneuvers.

Title: 2 MANEUVERING CIVILIAN FGTS CAME CLOSE TO ANOTHER ACFT CLIMBING TO ASSIGNED ALT.

Narrative: 2 AVIATION FGT'S WERE PERFORMING AEROBATICS ABOVE 8000' MSL. TFC CALLED BY CTLR TO MDT AS 10000'. THE FGT'S DSNDED RAPIDLY AT AND AROUND THE MDT. PLT RPTS 1 FGT CAME WITHIN 100'. THIS AREA IS BOUNDED ON 2 SIDES BY FEDERAL ARWYS AND ON THIRD SIDE BY STANDARD INS DEP OFF ONT. THIS IS THIRD INCIDENT INVOLVING FGT ACFT FROM FBO AT CHINO ARPT, CHINO, CA IN LAST WK.
