Narrative:
Aircraft X landed on the runway for taxi to parking. A construction vehicle drove across the runway in front of the aircraft rolling out. The truck was not in radio contact with the FSS. The pilot asked why a truck pulled out in front of him and the point of contact for the construction vehicles advised the truck should not have been there. This is the last of an unknown; but substantial number of similar occurrences since construction began.address contract violations permitted by the airport crew foreman and require published construction procedures be adhered to.
