Narrative:

Prior to departure from clt our clearance had been the hornet 1 SID to the radial. During a runway 36L control departure we received radar vector from clt departure control. The final vector was issued with a clearance to intercept the radial. We were then handed off to ZTL. On initial contact with ZTL, the controller requested our airspeed. The captain stated, '290 KTS,' (we were at 11000' MSL, climbing to assigned altitude of 12000' and accelerating to climb speed). The controller asked who had deleted the 250 KT airspeed restriction. Neither the captain nor I were aware or had heard ATC issue us a 250 KT speed restriction. Some confusion followed on the radio as to what our assigned airspeed was. At that point the captain reviewed the hornet 1 SID and discovered the airspeed restriction was published on the SID. This was the first time the captain and I had flown the hornet 1 SID. I had read the SID prior to departure and had briefed it prior to takeoff. I had read the SID prior to departure and had briefed it prior to takeoff. I had not read the '250 KT restriction for all aircraft until advised.' obviously it is my fault for not seeing this restriction. Contributing factors: last leg of a 4 leg day (11 hours, 58 min duty day). 2) unfamiliar with new SID for clt, although thoroughly familiar with the clt area and procedures which often included an airspeed restriction issued by clearance control verbally in the ATC clearance. 3) I do not recall any other SID that we utilize in the us where an airspeed restriction is published on the SID and not referenced in the ATC clearance. 4) physical placement of the airspeed restriction on the SID may have been overlooked because it did not appear under the specific instructions for the runway we were utilizing (runway 36L). It preceded all runway information in a paragraph by itself. 5) suggestion: ATC clearance at clt should state: 'cleared the hornet 1 departure, comply with airspeed restrictions,' because this SID is different in that it has an airspeed as well as a radial and altitude restriction.

Title: MLG FLT CREW EXCEEDS SPEED RESTRICTION AS STATED ON SID.

Narrative: PRIOR TO DEP FROM CLT OUR CLRNC HAD BEEN THE HORNET 1 SID TO THE RADIAL. DURING A RWY 36L CTL DEP WE RECEIVED RADAR VECTOR FROM CLT DEP CTL. THE FINAL VECTOR WAS ISSUED WITH A CLRNC TO INTERCEPT THE RADIAL. WE WERE THEN HANDED OFF TO ZTL. ON INITIAL CONTACT WITH ZTL, THE CTLR REQUESTED OUR AIRSPD. THE CAPT STATED, '290 KTS,' (WE WERE AT 11000' MSL, CLBING TO ASSIGNED ALT OF 12000' AND ACCELERATING TO CLB SPD). THE CTLR ASKED WHO HAD DELETED THE 250 KT AIRSPD RESTRICTION. NEITHER THE CAPT NOR I WERE AWARE OR HAD HEARD ATC ISSUE US A 250 KT SPD RESTRICTION. SOME CONFUSION FOLLOWED ON THE RADIO AS TO WHAT OUR ASSIGNED AIRSPD WAS. AT THAT POINT THE CAPT REVIEWED THE HORNET 1 SID AND DISCOVERED THE AIRSPD RESTRICTION WAS PUBLISHED ON THE SID. THIS WAS THE FIRST TIME THE CAPT AND I HAD FLOWN THE HORNET 1 SID. I HAD READ THE SID PRIOR TO DEP AND HAD BRIEFED IT PRIOR TO TKOF. I HAD READ THE SID PRIOR TO DEP AND HAD BRIEFED IT PRIOR TO TKOF. I HAD NOT READ THE '250 KT RESTRICTION FOR ALL ACFT UNTIL ADVISED.' OBVIOUSLY IT IS MY FAULT FOR NOT SEEING THIS RESTRICTION. CONTRIBUTING FACTORS: LAST LEG OF A 4 LEG DAY (11 HRS, 58 MIN DUTY DAY). 2) UNFAMILIAR WITH NEW SID FOR CLT, ALTHOUGH THOROUGHLY FAMILIAR WITH THE CLT AREA AND PROCS WHICH OFTEN INCLUDED AN AIRSPD RESTRICTION ISSUED BY CLRNC CTL VERBALLY IN THE ATC CLRNC. 3) I DO NOT RECALL ANY OTHER SID THAT WE UTILIZE IN THE U.S. WHERE AN AIRSPD RESTRICTION IS PUBLISHED ON THE SID AND NOT REFERENCED IN THE ATC CLRNC. 4) PHYSICAL PLACEMENT OF THE AIRSPD RESTRICTION ON THE SID MAY HAVE BEEN OVERLOOKED BECAUSE IT DID NOT APPEAR UNDER THE SPECIFIC INSTRUCTIONS FOR THE RWY WE WERE UTILIZING (RWY 36L). IT PRECEDED ALL RWY INFO IN A PARAGRAPH BY ITSELF. 5) SUGGESTION: ATC CLRNC AT CLT SHOULD STATE: 'CLRED THE HORNET 1 DEP, COMPLY WITH AIRSPD RESTRICTIONS,' BECAUSE THIS SID IS DIFFERENT IN THAT IT HAS AN AIRSPD AS WELL AS A RADIAL AND ALT RESTRICTION.
