Beyond the threshold of runway 30 (while over the runway); I was temporarily yet severely blinded by the sun's reflection off of a recently installed solar panel located on the left mid-field of runway 30. The solar panel is positioned in such a way that it reflects direct sunlight directly at landing aircraft. This is an absolute hazard.

Title: General aviation pilot reported a newly installed solar panel left of SQL Runway 30 at mid-field that caused a blinding reflection during landing.
Narrative: Beyond the threshold of Runway 30 (while over the runway); I was temporarily yet severely blinded by the sun's reflection off of a recently installed solar panel located on the left mid-field of Runway 30.
