Narrative:
Flight was southbound on J-209 and had been cleared to FL390 by a previous controller. Over sby VOR, climbing thru FL360, traffic was called by ZDC northbound at FL370 and 4 mi traffic was observed and center then had us descend to FL350.

Narrative: FLT WAS SBND ON J-209 AND HAD BEEN CLRED TO FL390 BY A PREVIOUS CTLR. OVER SBY VOR, CLIMBING THRU FL360, TFC WAS CALLED BY ZDC NBOUND AT FL370 AND 4 MI TFC WAS OBSERVED AND CENTER THEN HAD US DSND TO FL350.
