Flying up 1 coast from san diego county, over the ocean (1/2-1 mi from coast) over 2000' to avoid camp pendleton marine base, then below to 1000' to avoid el toro departure, then 1000' to avoid first part of orange county arsa, then to 2000-2500' to avoid arsa change, then heading to seal bend VOR. Cleared by lgb tower to 29R (sun was in west making for reduced visibility). Lgb ground sent message from orange county arsa indicating plane was tracked through arsa, which I deny.I was under arsa and out in ocean when passing by at least 1 mi.
