Narrative:

At bdl we have a new england region requirement for the ground controller to advise local control that every runway crossing is complete. This has to be accomplished by using a recorded telephone company line between positions. This telephone company line is also the same one that local control uses to call departure rolls to the radar facility and is already a congested line of communication. We believe that this requirement may compromise safety in that if the ground controller forgets to give this call and local uses the runway it could be considered a systems deviation. Additionally because so much time is being spent with these calls the attention to traffic is compromised in that you, as local controller, may get distracted by this call. This requirement is in effect full time so even though the local controller sees that the ground traffic has completed the crossing he cannot use that runway until he gets a call from ground control saying that the runway crossing is complete. The justification that we have received for this requirement is that it is an effort to reduce runway incursions. We feel that it may cause to increase potential errors in the system and does compromise safety.

Title: ATCT GND CTLR REQUIRED TO INFORM LCL CTLR BY INTERPHONE THAT APPROVED RWY CROSSING IS COMPLETE.

Narrative: AT BDL WE HAVE A NEW ENGLAND REGION REQUIREMENT FOR THE GND CTLR TO ADVISE LCL CTL THAT EVERY RWY XING IS COMPLETE. THIS HAS TO BE ACCOMPLISHED BY USING A RECORDED TELCO LINE BTWN POSITIONS. THIS TELCO LINE IS ALSO THE SAME ONE THAT LCL CTL USES TO CALL DEP ROLLS TO THE RADAR FAC AND IS ALREADY A CONGESTED LINE OF COM. WE BELIEVE THAT THIS REQUIREMENT MAY COMPROMISE SAFETY IN THAT IF THE GND CTLR FORGETS TO GIVE THIS CALL AND LCL USES THE RWY IT COULD BE CONSIDERED A SYSTEMS DEVIATION. ADDITIONALLY BECAUSE SO MUCH TIME IS BEING SPENT WITH THESE CALLS THE ATTN TO TFC IS COMPROMISED IN THAT YOU, AS LCL CTLR, MAY GET DISTRACTED BY THIS CALL. THIS REQUIREMENT IS IN EFFECT FULL TIME SO EVEN THOUGH THE LCL CTLR SEES THAT THE GND TFC HAS COMPLETED THE XING HE CANNOT USE THAT RWY UNTIL HE GETS A CALL FROM GND CTL SAYING THAT THE RWY XING IS COMPLETE. THE JUSTIFICATION THAT WE HAVE RECEIVED FOR THIS REQUIREMENT IS THAT IT IS AN EFFORT TO REDUCE RWY INCURSIONS. WE FEEL THAT IT MAY CAUSE TO INCREASE POTENTIAL ERRORS IN THE SYS AND DOES COMPROMISE SAFETY.
