Narrative:
Two aircraft were allowed to land crossing runways at the same time. I was notified by other controllers present that both aircraft crossed the threshold at the same time and that the local controller laughed about it. This local controller has been doing their duties incorrectly and it is my belief that they are putting aircraft in bad situations intentionally.this controller needs to be watched closely because they are not performing their duties.

Narrative: Two aircraft were allowed to land crossing runways at the same time. I was notified by other controllers present that both aircraft crossed the threshold at the same time and that the Local Controller laughed about it.
