Narrative:

Parallel approachs being conducted to runway 27L & right at ord in heavy rain (moderate turbulence reported by an air carrier flight ahead of us on downwind for 27R). Air carrier X ordered by ord approach monitor to 'descend immediately to 3000',' followed shortly thereafter by the statement, 'you are now clear of conflicting traffic.' observed air carrier Y medium large transport in and out of clouds correcting back to runway 27L localizer (appeared to have overshot localizer on runway 27L) approximately at our altitude, closer than normal sep for parallel ILS approachs. Supplemental information from acn 145424: air carrier aircraft reported moderate turbulence and a loss of 300' on downwind leg for 27R. Controller said, 'I know you've got moderate turbulence, but you have to answer my calls. Air carrier vectored to intercept 27R. Air carrier X on course approaching ebens when ordered to descend to 3000' as flew through 27L ILS course. Complied. Broke out and sighted air carrier Y medium large transport at about 1/2 normal spacing. Air carrier Y was gong away from our position. Air carrier X continued to a normal landing via 27R ILS. I question simultaneous approachs with moderate turbulence in the approach area. I think a normal turn on in strong wind conditions could have caused air carrier Y to overshoot the ILS course. Air carrier X experienced a rough ride heavy rain, but less than moderate turbulence.

ACR X ORDERED BY ORD APCH MONITOR TO 'DSND IMMEDIATELY TO 3000',' FOLLOWED SHORTLY THEREAFTER BY THE STATEMENT, 'YOU ARE NOW CLR OF CONFLICTING TFC.' OBSERVED ACR Y MLG IN AND OUT OF CLOUDS CORRECTING BACK TO RWY 27L LOC (APPEARED TO HAVE OVERSHOT LOC ON RWY 27L) APPROX AT OUR ALT, CLOSER THAN NORMAL SEP FOR PARALLEL ILS APCHS. I THINK A NORMAL TURN ON IN STRONG WIND CONDITIONS COULD HAVE CAUSED ACR Y TO OVERSHOOT THE ILS COURSE. ACR X EXPERIENCED A ROUGH RIDE HEAVY RAIN, BUT LESS THAN MODERATE TURB.
