Narrative:
I was giving IFR training in IFR conditions. After 20 mins our transponder failed. Then I noticed the amp meter showed a discharge. I determined we were not charging the battery, so I shut off all electrical except 1 navigation communication radio. I then looked at emergency checklist. I recycled altitude and master switch. Nothing happened. I then declared an emergency with yng approach control and requested a radar vectored approach to the closest runway. I made the approach and landed west/O any problem.
