Narrative:

We checked in with ZME with pilots discretion to 8000'. Then we were issued a clearance to cross 30 southwest of fsm at 11000'. While descending through 9700' we were asked to say altitude. We replied 9700' for 8000'. Then we asked center what our assigned altitude was. Center replied 11000'. Had center wanted to change our assigned altitude he should have stated either cross 30 southwest of fsm at 11000' and maintain 11000' , or amend altitude to maintain 11000' and cross 30 southwest of fsm at 11000'.
