Narrative:

Flight started with a taxi to runway 23R, but to hold short of runway 28 on the ramp. Due to traffic, we took a considerable delay. We were finally cleared 'into position and hold, runway 23R.' I believe the tower controller also said there was traffic on a 2 mi final. I was in the right seat, giving initial operating experience to a new captain. Left seat captain started moving aircraft. I looked out right side window prior to crossing runway 28 and saw landing lights. I told the captain to stop, which he did. However we were beyond the hold marks. I could not tell what type of aircraft was on short final, so I told the tower we would stop short of the runway. I also decided to allow the landing aircraft to determine if there was enough room. As it turned out, it was an medium large transport and the space was barely adequate. Several points come to mind. 1) the local controller should not have cleared us to cross runway 28 and into position runway 23R. There was not enough time. 2) a new addition to runway 23R apparently is usable for landing, but not takeoff. It appears poorly marked. 3) the tower controller issued some confusing instructions concerning taxiway Z at a critical moment which made no sense at the time and only make sense if one puts his head down into the cockpit to study the runway/taxiway page. Not a good idea sometimes.

Title: ACFT LANDED ON RWY WITH AN ACFT HOLDING SHORT OF THE RWY. THE HOLDING ACFT WAS INSIDE OF HOLD BAR LINE NEAR THE RWY EDGE WHICH IS NOT A SAFE OPERATION.

Narrative: FLT STARTED WITH A TAXI TO RWY 23R, BUT TO HOLD SHORT OF RWY 28 ON THE RAMP. DUE TO TFC, WE TOOK A CONSIDERABLE DELAY. WE WERE FINALLY CLRED 'INTO POS AND HOLD, RWY 23R.' I BELIEVE THE TWR CTLR ALSO SAID THERE WAS TFC ON A 2 MI FINAL. I WAS IN THE RIGHT SEAT, GIVING INITIAL OPERATING EXPERIENCE TO A NEW CAPT. LEFT SEAT CAPT STARTED MOVING ACFT. I LOOKED OUT RIGHT SIDE WINDOW PRIOR TO XING RWY 28 AND SAW LNDG LIGHTS. I TOLD THE CAPT TO STOP, WHICH HE DID. HOWEVER WE WERE BEYOND THE HOLD MARKS. I COULD NOT TELL WHAT TYPE OF ACFT WAS ON SHORT FINAL, SO I TOLD THE TWR WE WOULD STOP SHORT OF THE RWY. I ALSO DECIDED TO ALLOW THE LNDG ACFT TO DETERMINE IF THERE WAS ENOUGH ROOM. AS IT TURNED OUT, IT WAS AN MLG AND THE SPACE WAS BARELY ADEQUATE. SEVERAL POINTS COME TO MIND. 1) THE LCL CTLR SHOULD NOT HAVE CLRED US TO CROSS RWY 28 AND INTO POS RWY 23R. THERE WAS NOT ENOUGH TIME. 2) A NEW ADDITION TO RWY 23R APPARENTLY IS USABLE FOR LNDG, BUT NOT TKOF. IT APPEARS POORLY MARKED. 3) THE TWR CTLR ISSUED SOME CONFUSING INSTRUCTIONS CONCERNING TXWY Z AT A CRITICAL MOMENT WHICH MADE NO SENSE AT THE TIME AND ONLY MAKE SENSE IF ONE PUTS HIS HEAD DOWN INTO THE COCKPIT TO STUDY THE RWY/TXWY PAGE. NOT A GOOD IDEA SOMETIMES.
