Narrative:

I filed the training flight for a 4 hour round robin flight with a fuel stop (rbl). (Sac-cli-rbl-sac.) when I opened the flight plan, the sac FSS said, 'well you filed this with duats and I cannot make any changes to it.' he opened the flight plan for the time I had put in duats, not the time that I took off, or that's what he said. I confirmed that XX20 was time off, not XX00 as was on the duats flight plan form. I called in to extend the flight plan at YY35. The sac FSS said I was past the 4 hours + 30 mins and he stated procedures to do 'whatever.' they start when the 30 mins are up. Do FSS like us using duats? Maybe someone should look into this.

Narrative: I FILED THE TRNING FLT FOR A 4 HR ROUND ROBIN FLT WITH A FUEL STOP (RBL). (SAC-CLI-RBL-SAC.) HE OPENED THE FLT PLAN FOR THE TIME I HAD PUT IN DUATS, NOT THE TIME THAT I TOOK OFF, OR THAT'S WHAT HE SAID. I CONFIRMED THAT XX20 WAS TIME OFF, NOT XX00 AS WAS ON THE DUATS FLT PLAN FORM. I CALLED IN TO EXTEND THE FLT PLAN AT YY35. THE SAC FSS SAID I WAS PAST THE 4 HRS + 30 MINS AND HE STATED PROCS TO DO 'WHATEVER.' THEY START WHEN THE 30 MINS ARE UP. DO FSS LIKE US USING DUATS? MAYBE SOMEONE SHOULD LOOK INTO THIS.
