Narrative:

In order to comply with civit ii profile descent at arnes intersection you must be 250 KTS to leave 10000'. I slowed to 250 KTS from 310 KTS in order to leave 10000' at arnes to conform to the crossing altitudes at the next 2 intxns on the profile descent. No pilot can maintain assigned speed, then slow to 250 KTS and continue the profile if ATC does not give you time (distance) to slow down. I believe the profile descent is worded wrong at arnes and the phrase, 'as directed by ATC,' is very misleading. Also, I believe ATC controllers have used this phrase improperly as stated in my first paragraph.

Narrative: IN ORDER TO COMPLY WITH CIVIT II PROFILE DSNT AT ARNES INTXN YOU MUST BE 250 KTS TO LEAVE 10000'. NO PLT CAN MAINTAIN ASSIGNED SPD, THEN SLOW TO 250 KTS AND CONTINUE THE PROFILE IF ATC DOES NOT GIVE YOU TIME (DISTANCE) TO SLOW DOWN. I BELIEVE THE PROFILE DSNT IS WORDED WRONG AT ARNES AND THE PHRASE, 'AS DIRECTED BY ATC,' IS VERY MISLEADING. ALSO, I BELIEVE ATC CTLRS HAVE USED THIS PHRASE IMPROPERLY AS STATED IN MY FIRST PARAGRAPH.
