Narrative:

Background information: aircraft descending on approach into hill AFB (3 NM south of ogd) are restr by slc approach or hill AFB tower/PAR to cross the ogd south field boundary at or above 5700' MSL. VFR aircraft arriving or departing the ogd air traffic area from the southwest through north are restr at or below 5600' MSL (field elevation 4470' MSL). Incident: an small aircraft called ready for departure on runway 16 southbound and was issued, 'remain at or below 5600' while in the ogd air traffic area, right turn approved, remain outside the hill air traffic area, runway 1-6, cleared for takeoff.' as the small transport taxied on runway 16, an fgt crossed the field descending into hill AFB. The fgt appeared to be below 5700'. I cancelled the takeoff clearance of the small transport (it would be climbing up into the fgt) and requested the altitude of the fgt from hill tower. Hill tower replied that the fgt was 5300' (crossing the south field boundary) on a PAR approach.

Narrative: BACKGROUND INFO: ACFT DSNDING ON APCH INTO HILL AFB (3 NM S OF OGD) ARE RESTR BY SLC APCH OR HILL AFB TWR/PAR TO CROSS THE OGD S FIELD BOUNDARY AT OR ABOVE 5700' MSL. VFR ACFT ARRIVING OR DEPARTING THE OGD ATA FROM THE SW THROUGH N ARE RESTR AT OR BELOW 5600' MSL (FIELD ELEVATION 4470' MSL). INCIDENT: AN SMA CALLED READY FOR DEP ON RWY 16 SBND AND WAS ISSUED, 'REMAIN AT OR BELOW 5600' WHILE IN THE OGD ATA, RIGHT TURN APPROVED, REMAIN OUTSIDE THE HILL ATA, RWY 1-6, CLRED FOR TKOF.' AS THE SMT TAXIED ON RWY 16, AN FGT CROSSED THE FIELD DSNDING INTO HILL AFB. THE FGT APPEARED TO BE BELOW 5700'. I CANCELLED THE TKOF CLRNC OF THE SMT (IT WOULD BE CLBING UP INTO THE FGT) AND REQUESTED THE ALT OF THE FGT FROM HILL TWR. HILL TWR REPLIED THAT THE FGT WAS 5300' (XING THE S FIELD BOUNDARY) ON A PAR APCH.
