[Policy] states 'aircraft taxiing in to the gate area shall give way to aircraft pushing back from the gate area.'during our pushback sequence from rsw's gate; tug driver had to come to a quick stop because [another air carrier] aircraft inbound to its gate--directly opposite [our] gate; failed to yield to our pushback as if we weren't even there. If the flight attendants were not seated; this stop may have caused injuries--in this case they were seated at their stations.
