Narrative:
On taxi in tug pulling baggage cart traveling east in vehicle lane cut off aircraft. Tug was traveling at a high rate of speed and did not yield to aircraft. Captain saw tug and slammed on brakes to stop aircraft. Tug did not slow or stop; just waved and continued on merry way. Witnessed by several ramp personnel. Caused by high speed and inattention by ramp baggage cart drivers.
