Narrative:

I was attempting to relieve local control, and at the time an small transport X was on final for runway 19L. An mlt Y was being taxied on runway 19L for a departure on runway 25L. The mlt X did not clear the runway in time and the small transport X had to initiate a go around. I did not approve the operation. That was done by the controller I was relieving. After I plugged into the position, the other controller also experienced a loss of transmission capability. In my opinion, the mlt should not have been taxied onto runway 19L at that particular point in time.

Title: PLT EXECUTED A GO AROUND DUE TO TRAFFIC TAXIING ON ACTIVE LNDG RWY.

Narrative: I WAS ATTEMPTING TO RELIEVE LCL CTL, AND AT THE TIME AN SMT X WAS ON FINAL FOR RWY 19L. AN MLT Y WAS BEING TAXIED ON RWY 19L FOR A DEP ON RWY 25L. THE MLT X DID NOT CLR THE RWY IN TIME AND THE SMT X HAD TO INITIATE A GAR. I DID NOT APPROVE THE OPERATION. THAT WAS DONE BY THE CTLR I WAS RELIEVING. AFTER I PLUGGED INTO THE POS, THE OTHER CTLR ALSO EXPERIENCED A LOSS OF XMISSION CAPABILITY. IN MY OPINION, THE MLT SHOULD NOT HAVE BEEN TAXIED ONTO RWY 19L AT THAT PARTICULAR POINT IN TIME.
