Narrative:

Apparently the PIC of this flight figured in the preflight a total fuel consumption of 5 gals/hour, and rightly so. According to the operations manual, he was giving himself an extra edge for safety. Along with this, he was told indirectly by an instrument to use 5 gals/hour. His preflight concerning his fuel burn was excellent. From hays, ks to sln, the winds were far greater than forecast and what he had figured. Because of this, the leg took nearly half again as long. However, according to the burn calculated there was still a 45 min reserve. Upon completing the ILS he proceeded to execute the VOR approach with a 30 min reserve of fuel with indicators indicating fuel. The aircraft coughed on VOR inbound (still indicating fuel). The full implications of the problem were not realized until about 70' AGL. Here we commenced to restart, but to no avail. Supplemental information from acn 143345: we departed ewk for my 5 hour PIC for INS training. We shot approachs at hut, great bend, and then hys and headed for sln to shoot 2 approachs and fuel up. On the way in the VOR approach the engine started to cut out and we did emergency procedures and called on the radio to sln tower to tell them we wouldn't make it in. I spotted a wheat field and went for it. We landed in the chosen wheat field and then officials arrived.
