Narrative:

I was working the north sector at san diego approach control. I saw a VFR small transport X climbing quickly in front of an IFR air carrier Y under my control. I issued a traffic alert to the IFR air carrier Y. The pilot stated he had the traffic in sight. The VFR small transport X was in the san diego TCA without a clearance. Supplemental information from acn 143757: it was the first officer's leg and we were temporary level at 7000' on descent for landing in san. We were cleared direct mzb VOR by approach. Approach called and issued a traffic alert for traffic at 12 O'clock and less than a mile. Within 5 seconds small transport X passed directly below, opposite direction, and missed us by approximately 200'. After landing at san I called and filed a report with san TRACON. The supervisor informed me that they were still tracking the other aircraft and he would inform us (company chief pilot) if the aircraft was caught. Evidently that aircraft had busted the san TCA at that altitude and location. Only slight evasive action was taken because we simply didn't have enough warning.

Narrative: I WAS WORKING THE N SECTOR AT SAN DIEGO APCH CTL. I SAW A VFR SMT X CLIMBING QUICKLY IN FRONT OF AN IFR ACR Y UNDER MY CTL. I ISSUED A TFC ALERT TO THE IFR ACR Y. THE PLT STATED HE HAD THE TFC IN SIGHT. THE VFR SMT X WAS IN THE SAN DIEGO TCA WITHOUT A CLRNC. SUPPLEMENTAL INFORMATION FROM ACN 143757: IT WAS THE F/O'S LEG AND WE WERE TEMPORARY LEVEL AT 7000' ON DSNT FOR LNDG IN SAN. WE WERE CLRED DIRECT MZB VOR BY APCH. APCH CALLED AND ISSUED A TFC ALERT FOR TFC AT 12 O'CLOCK AND LESS THAN A MILE. WITHIN 5 SECONDS SMT X PASSED DIRECTLY BELOW, OPPOSITE DIRECTION, AND MISSED US BY APPROX 200'. AFTER LNDG AT SAN I CALLED AND FILED A REPORT WITH SAN TRACON. THE SUPVR INFORMED ME THAT THEY WERE STILL TRACKING THE OTHER ACFT AND HE WOULD INFORM US (COMPANY CHIEF PLT) IF THE ACFT WAS CAUGHT. EVIDENTLY THAT ACFT HAD BUSTED THE SAN TCA AT THAT ALT AND LOCATION. ONLY SLIGHT EVASIVE ACTION WAS TAKEN BECAUSE WE SIMPLY DIDN'T HAVE ENOUGH WARNING.
