Upon departure; suffered a complete electrical failure. First noticed when landing gear would not come up. Then all instruments and radios failed. Able to contact approach and request return to [departure airport]. Then all systems failed again. Desired fly by at tower to see if landing gear was down. Tower relayed to approach landing gear appeared to be down. Turned downwind and landed without incident. Taxied to maintenance facility and shut down.
