Received IFR clearance. Departed runway 17 ojc. Right turn to 320 degree, instructed to climb maintain 3000', expect 4000' in 10 min. Tower call traffic 5 mi west inbound landing ojc, descending from 4500'. Instructed to call ZKC 120.5. Call ZKC, level at 3000'. Traffic appeared at 11 O'clock position. The small aircraft, yellow and white, veered left, I veered right. Near miss approximately 5 mi west. Corrective action. Poor scanning, small aircraft veered left instead of right. ZKC do not call traffic.
