Narrative:

At bkl some FAA personnel advised us that they wanted to do a ramp inspection. I advised them that we usually do a quick turn only shutting down one engine but we were enough ahead of schedule that we could shut both down if they desired. They said that wouldn't be necessary and that they just needed to see our licenses and medicals. While they were looking those over a couple of them walked around the airplane looking it over. One came back and I thought what he indicated was that he noticed we had had some boundary layer energizers come off in the past but that they had been replaced because of the word 'wet' written on the wing beside them. Apparently what he was indicating was that we had one missing at that time. It was difficult to converse over the noise from the engine that was still running. We completed the route and on post flight inspection discovered that in fact we did have a ble missing. We had it replaced before further flight. If we had been aware of it in cleveland we would have contacted our maintenance before proceeding further. In the future if the FAA wants to do an inspection and we have the time, I think we should just shut everything down and take the time to do things correctly instead of yelling back and forth above engine noise.

Title: DURING A QUICK TURN AT BKL THE FAA CONDUCTED A RAMP CHECK OF ATX SMT. ONE ENG REMAINED RUNNING DURING THE CHECK AND THE SUBSEQUENT DEP WAS MADE WITH ONE VORTEX GENERATOR MISSING. REPORTERS SAY THE FAA SAID SOMETHING ABOUT THE VORTEC GENERATOR BUT THEY COULD NOT UNDERSTAND WHAT WAS BEING SAID OVER THE ENG NOISE.

Narrative: AT BKL SOME FAA PERSONNEL ADVISED US THAT THEY WANTED TO DO A RAMP INSPECTION. I ADVISED THEM THAT WE USUALLY DO A QUICK TURN ONLY SHUTTING DOWN ONE ENG BUT WE WERE ENOUGH AHEAD OF SCHEDULE THAT WE COULD SHUT BOTH DOWN IF THEY DESIRED. THEY SAID THAT WOULDN'T BE NECESSARY AND THAT THEY JUST NEEDED TO SEE OUR LICENSES AND MEDICALS. WHILE THEY WERE LOOKING THOSE OVER A COUPLE OF THEM WALKED AROUND THE AIRPLANE LOOKING IT OVER. IF WE HAD BEEN AWARE OF IT IN CLEVELAND WE WOULD HAVE CONTACTED OUR MAINT BEFORE PROCEEDING FURTHER. IN THE FUTURE IF THE FAA WANTS TO DO AN INSPECTION AND WE HAVE THE TIME, I THINK WE SHOULD JUST SHUT EVERYTHING DOWN AND TAKE THE TIME TO DO THINGS CORRECTLY INSTEAD OF YELLING BACK AND FORTH ABOVE ENG NOISE.
