My rudder pedals are not working.' we rejected the takeoff at approximately 20 knots. I verified that the tiller still worked to steer and that my rudder pedals did not work. We returned to the gate.

Title: B737 Captain reported an aborted takeoff after First Officer stated he was unable to steer aircraft with rudder pedals.
