Narrative:

I departed from twin falls. Southwest of pocatello I encountered lowering ceilings and rain showers. I was trying to find a way over the mountains, it became obvious that the WX was deteriorating, so I decided to land in pocatello. When I called the tower, I was told that the field was IFR, so I requested a SVFR clearance to land. At the time I called, I was located 3 mi southwest of the VOR in VFR conditions. I could see the field in front of me. The controller said I should have called in sooner, since I had entered the control zone. It should be noted that there wasn't an ATIS on the field, and the beacon is blocked out from the southwest.

Title: VFR SMA ENCOUNTERS WX AND PLT DECIDES TO MAKE PRECAUTIONARY LNDG AT CONTROLLED ARPT BUT PENETRATES CTL ZONE AND ATA BEFORE CHECKING IN WITH TWR.

Narrative: I DEPARTED FROM TWIN FALLS. SW OF POCATELLO I ENCOUNTERED LOWERING CEILINGS AND RAIN SHOWERS. I WAS TRYING TO FIND A WAY OVER THE MOUNTAINS, IT BECAME OBVIOUS THAT THE WX WAS DETERIORATING, SO I DECIDED TO LAND IN POCATELLO. WHEN I CALLED THE TWR, I WAS TOLD THAT THE FIELD WAS IFR, SO I REQUESTED A SVFR CLRNC TO LAND. AT THE TIME I CALLED, I WAS LOCATED 3 MI SW OF THE VOR IN VFR CONDITIONS. I COULD SEE THE FIELD IN FRONT OF ME. THE CTLR SAID I SHOULD HAVE CALLED IN SOONER, SINCE I HAD ENTERED THE CTL ZONE. IT SHOULD BE NOTED THAT THERE WASN'T AN ATIS ON THE FIELD, AND THE BEACON IS BLOCKED OUT FROM THE SW.
