Narrative:

The cfii applicant was flying inbound on the ILS runway 7 at bqk under simulated instrument conditions and was crossing the FAF at yokho int. I reported on the CTAF; 123.0; that we were at yokho; 5 miles southwest of brunswick golden isles inbound on the ILS 7. Immediately following this position report I observed the hawker passing our airplane on the left side at our altitude and less than 100 ft from our aircraft. The hawker was in a steep banked left turn to avoid a collision.I was monitoring jax center; but did not hear center clear the hawker for an approach nor did I hear center approve the hawker for a frequency change to the advisory frequency. I did not hear the hawker make any position reports and was not aware of the hawker's presence in the airspace overtaking our airplane until I observed the hawker taking evasive action. When questioned about seeing our aircraft on TCAS; the response was that we were not on TCAS in the hawker. There was much congestion on the CTAF which may have contributed to the com issue.
