Narrative:

I was on an IFR flight from mustang beach airport to sat. I had been told to expect the ILS 12R approach and was being vectored to the approach. I was then asked by sat approach control if I would accept a visibility approach to 12R instead of the ILS. I told him I would if it would help him out. He then cleared me to land on 12R. I was abeam of the runway end and descending from 5000'. I was a little high for an easy approach and was at cruise speed. I was handed off to tower frequency and was cleared to land. I noted that there was a crosswind from the northeast. I T/D'd near the runway end about 10 KTS faster than usual due primarily to the crosswind and the abbreviated rapid descent. The landing was hard, with some rough oscillation in the landing gear, which I had not noticed before. This oscillation was transient and ended after 1-2 seconds. During this time, I noticed a new, very loud oscillating tone in my headset, which persisted after I had left the runway to the taxiway. The aircraft otherwise was operating normally and no problem with the landing gear or other system was noted. I switched to ground control frequency and the oscillating tone in my headset got louder. I had difficulty hearing him over this oscillation. I noticed this oscillation on both my headset and on the speaker, but was not sure of its origin. I thought it was most likely that I had tripped off the landing gear warning buzzer, but my memory told me that the landing gear buzzer sounded differently. I visually inspected the outside of the aircraft and the landing gear and found no problem. I was approached by an airport security officer who asked me if I just flew an small aircraft while he pointed to my aircraft. I said yes and he asked me for my name/social security #, fuel on board and where I came from, and other questions which I can't remember. I asked him why he was asking these questions, and he responded he was following up on an small aircraft who had declared an emergency on landing on runway 12L. I told him that I had not declared an emergency, and that I had landed on 12R. I did tell him that after my landing I had a strange noise in my radios. It had occurred to me that maybe after the hard landing, the noise on my radios was from my ELT. With the plane shutdown, I tuned my hand-held navigation communication to 121.5; a signal was there. I then turned off the hand-held navigation communication, opened the ELT compartment and recycled the ELT. I turned on the battery master and the built-in navigation communications and the oscillating sound was gone.

Title: HARD LNDG IN AN GA SMA ACTIVATED THE ACFT ELT. PLT REPORTER DID NOT RECOGNIZE THE SOUND AND WAS QUESTIONED BY ARPT SECURITY AFTER ENTERING FBO OFFICE.

I WAS THEN ASKED BY SAT APCH CTL IF I WOULD ACCEPT A VIS APCH TO 12R INSTEAD OF THE ILS. I TOLD HIM I WOULD IF IT WOULD HELP HIM OUT. HE THEN CLRED ME TO LAND ON 12R. I WAS ABEAM OF THE RWY END AND DSNDING FROM 5000'. I WAS A LITTLE HIGH FOR AN EASY APCH AND WAS AT CRUISE SPD. I WAS HANDED OFF TO TWR FREQ AND WAS CLRED TO LAND. I NOTED THAT THERE WAS A XWIND FROM THE NE. I T/D'D NEAR THE RWY END ABOUT 10 KTS FASTER THAN USUAL DUE PRIMARILY TO THE XWIND AND THE ABBREVIATED RAPID DSNT. THE LNDG WAS HARD, WITH SOME ROUGH OSCILLATION IN THE LNDG GEAR, WHICH I HAD NOT NOTICED BEFORE. THIS OSCILLATION WAS TRANSIENT AND ENDED AFTER 1-2 SECS. DURING THIS TIME, I NOTICED A NEW, VERY LOUD OSCILLATING TONE IN MY HEADSET, WHICH PERSISTED AFTER I HAD LEFT THE RWY TO THE TXWY. THE ACFT OTHERWISE WAS OPERATING NORMALLY AND NO PROB WITH THE LNDG GEAR OR OTHER SYS WAS NOTED. I SWITCHED TO GND CTL FREQ AND THE OSCILLATING TONE IN MY HEADSET GOT LOUDER. I HAD DIFFICULTY HEARING HIM OVER THIS OSCILLATION. I NOTICED THIS OSCILLATION ON BOTH MY HEADSET AND ON THE SPEAKER, BUT WAS NOT SURE OF ITS ORIGIN. I THOUGHT IT WAS MOST LIKELY THAT I HAD TRIPPED OFF THE LNDG GEAR WARNING BUZZER, BUT MY MEMORY TOLD ME THAT THE LNDG GEAR BUZZER SOUNDED DIFFERENTLY. I VISUALLY INSPECTED THE OUTSIDE OF THE ACFT AND THE LNDG GEAR AND FOUND NO PROB. I WAS APCHED BY AN ARPT SECURITY OFFICER WHO ASKED ME IF I JUST FLEW AN SMA WHILE HE POINTED TO MY ACFT. I SAID YES AND HE ASKED ME FOR MY NAME/SOCIAL SECURITY #, FUEL ON BOARD AND WHERE I CAME FROM, AND OTHER QUESTIONS WHICH I CAN'T REMEMBER. I ASKED HIM WHY HE WAS ASKING THESE QUESTIONS, AND HE RESPONDED HE WAS FOLLOWING UP ON AN SMA WHO HAD DECLARED AN EMER ON LNDG ON RWY 12L. I TOLD HIM THAT I HAD NOT DECLARED AN EMER, AND THAT I HAD LANDED ON 12R. I DID TELL HIM THAT AFTER MY LNDG I HAD A STRANGE NOISE IN MY RADIOS. IT HAD OCCURRED TO ME THAT MAYBE AFTER THE HARD LNDG, THE NOISE ON MY RADIOS WAS FROM MY ELT. WITH THE PLANE SHUTDOWN, I TUNED MY HAND-HELD NAV COM TO 121.5; A SIGNAL WAS THERE. I THEN TURNED OFF THE HAND-HELD NAV COM, OPENED THE ELT COMPARTMENT AND RECYCLED THE ELT. I TURNED ON THE BATTERY MASTER AND THE BUILT-IN NAV COMS AND THE OSCILLATING SOUND WAS GONE.
