Narrative:

On a routine 2 service; mechanics check exterior lights; emergency lights; etc. I found an emergency light that did not illuminate on a B757 aircraft at door 1R. This particular light assembly is a non-dispatch item. During troubleshooting; I swapped in new batteries; and chargers to no avail. Next step was to replace light assembly. Upon removing panel to disconnect the wiring; I found both wires were disconnected at the light assembly. 2 services are routinely assigned after so many flight hours. Whoever checked the lights on the previous 2 service either missed the inoperative light or did not check it at all and signed off on it saying it worked. I see more and more of this type of workmanship. I've seen wires disconnected and stowed when they shouldn't have been. My coworkers say the same.any time we do maintenance on the aircraft; it has to be documented. In this situation; maintenance was performed without paperwork. Wiring did not disconnect itself. There are numerous inspection items; but when a mechanic doesn't document his work; no one can enforce it.
