Narrative:

While on an IFR flight from ft smith, ar to sioux city, ia, via V13 at 8000 ft, encountered light precipitation between eos and bum, temperature 42 degree. After passing bum, the temperature started declining, checked with columbia flight watch and was informed tops were 16000 ft. Temperature continued to decline and I requested lower altitude. Center cleared me to 6000 ft. In descending, a light formation of clear ice formed 1/32 of an inch. Requested lower altitude and clearance for closest landing place. Cleared to 4000 ft and johnson county industrial, approximately 16 mi northwest. Shot the ILS 35 approach and saw runway lights immediately below, but too late for straight in landing. Attempted circle to land, lost sight of airport, declared missed approach and made a request for alternate airport, cleared direct kci, 3000 ft. Discovered trim tab frozen making altitude stabilization difficult while maintaining approach speed to avoid overshooting again. Altitude varied between 3000 ft and 2700 ft. Cleared for ILS 1 approach and landed.
