Narrative:

On the LYNXX8 arrival to bur passed janny intersection we are level at 8;000 feet MSL. Military aircraft is crossing path underneath at 7;000 feet right to left then parallel our path on our left wing about 3 NM ahead. When we first received the traffic alert from TCAS we thought it was that aircraft; but quickly realized it is a different aircraft about 10 o'clock 300 feet below us and pointing right at us. At the same time that ATC gave us a turn east and told us about a traffic (not sure if it was the one causing the RA) we received an RA 'climb; climb'; followed a few seconds later by 'adjust vertical speed'. Pilot not flying (PNF) responded to ATC that we are responding to an RA to which he replied roger; when able maintain 8;000 feet.we got visual of the traffic climbing through 8;700 feet; leveled at 9;000 feet before returning to the originally assigned 8;000 feet. Reaching 8;000 feet jcf approach instructed us to contact socal. Socal's first reply to checking was a new altimeter (was 30.28 now 29.89) with an 'I show you 200 feet low.' we told him we just recovered from an RA response and are level now at 8;000. No further incidents.it sounded like the military aircraft had a nonstandard request for their flight route/altitude and even checked with jcf if they are okay with that. This seemed to 'distract' the controller and possibly caused the late response to the traffic causing our RA.
