Narrative:

On visibility approach to pit, controller slowed us and told us to follow commuter traffic on final. Continual speed reductions were given and we had traffic in sight. In issuing reductions the controller never, to the best of my recollection, switched us to tower for landing clearance. At about 100' he called and told us to switch to tower. As I was preparing for a go around due to lack of landing clearance, he (the same controller) cleared us to land before we were able to switch to tower. This occurrence is not that unusual and happens when both pilot and ATC put total concentration on spacing of aircraft during busy periods.

Title: ACR NOT CHANGED OVER TO TWR FREQ UNTIL ON SHORT FINAL APCH. PLT REPORTER STATES THAT THIS IS NOT UNUSUAL.

Narrative: ON VIS APCH TO PIT, CTLR SLOWED US AND TOLD US TO FOLLOW COMMUTER TFC ON FINAL. CONTINUAL SPD REDUCTIONS WERE GIVEN AND WE HAD TFC IN SIGHT. IN ISSUING REDUCTIONS THE CTLR NEVER, TO THE BEST OF MY RECOLLECTION, SWITCHED US TO TWR FOR LNDG CLRNC. AT ABOUT 100' HE CALLED AND TOLD US TO SWITCH TO TWR. AS I WAS PREPARING FOR A GAR DUE TO LACK OF LNDG CLRNC, HE (THE SAME CTLR) CLRED US TO LAND BEFORE WE WERE ABLE TO SWITCH TO TWR. THIS OCCURRENCE IS NOT THAT UNUSUAL AND HAPPENS WHEN BOTH PLT AND ATC PUT TOTAL CONCENTRATION ON SPACING OF ACFT DURING BUSY PERIODS.
