Narrative:

Arriving into sacramento (smf) on the SUUTR2 RNAV 34 transition the STAR says to cross at or above 3400ft at elmac and the ILS 34L has elmac at 2000. We then were cleared the ILS approach 10 miles before elmac. The way I understand it initially you are cleared to descend via (3400 at elmac); but when you receive the ILS clearance before elmac you are now cleared to 2000 at elmac.I later talked with ATC and company and found out that thinking is incorrect. The expected altitude should have been 3400. I now know for the future.

Title: Air carrier Captain reported that on the SUUTR TWO STAR to SMF when cleared for the ILS 34L outside of ELMAC he thought they could cross ELMAC at 2;000 feet; as shown on the ILS plate. However; the crossing altitude at ELMAC is 3;400 feet as shown on the arrival plate.
