Narrative:

On VOR approach to 24 at teb; inside the final approach fix; level at 540 feet (minimums); we received 'low altitude warning' from the tower and simultaneously received 'obstacle' warning from the aircraft. Executed a go-around; chose a different approach; and landed without incident. The approach was fully briefed and the aircraft was configured with all 3 altimeters checked and the MDA confirmed at 540. The VOR was tuned and identified with course of 231. We were below the ceiling and had the airport and runway in sight but did not have a visual on any obstacle.
