Narrative:

This trip was a recovery for aircraft X. Their original plan was to depart mexico. Drop off 2 passengers (pax) and return same day to home base to clear us customs with 0 pax. We received this trip the night before and started with an empty leg to pick up our pax. Our assignment from there was [fly] pax to mexico. A quick turn and returning to ZZZ to clear us customs. Our arrival airport for us customs was not the same as the original trip assignment to the aircraft.we received our customs paperwork from flight control as we were loading pax baggage. All advance passenger information system (apis) and gen dex info was correct. I confirmed pax info; crew info; and airport of intended use info.after being cleared by mexico immigration/customs; we were ready for departure ahead of our scheduled departure time to return to the us and clear customs in ZZZ. Flight operations showed the empty return leg as 'released'. I went ahead and called flight control to advise we were ready for an early departure and to get an updated arrival time communicated to the customs office in ZZZ. Early release of the flight was verified over phone and we departed.upon arrival into ZZZ; there was no customs officer there to meet us. We called the FBO and they tried to contact the customs office to advise them of our arrival; with no success. After waiting on the ramp for approximately 30 mins. We contacted flight control to see if they could contact customs to see what the issue might be. They replied that the customs officer was on his way. Once the officer arrived he advised us that we had landed in ZZZ illegally without authorization from customs. His claim is that no notification had been sent to that office at all whatsoever about arrival. That is no call prior to the call from flight control that we initiated while waiting on the ramp.during this transaction the customs officer advised a fine would be assessed to the company and it would be handled thru flight control at a later time. He went ahead and cleared us back into the us; with the crew and aircraft released without restriction. He took copies of the crew pilot licenses; medical certs; aircraft registration and airworthiness cert; and crew declarations. He gave me his business card in case of any further questions. I forwarded a photo of the card with contact info to flight control for additional clarification. As I understand it; the fine will be based on no notification or prior permission to use ZZZ customs for our arrival.I suspect this was a simple mistake made in flight control. And customs notification was probably sent to our home base which was the original inbound customs stop. It was just overlooked that the inbound stop changed to ZZZ. Otherwise any suggestions would be internal to flight a control operations.

Title: A CE-750 returned from Mexico and landed at a domestic airport without Customs' clearance. A fine would be assessed because Dispatch notified Customs; but with the incorrect destination.
