Narrative:

The flight in question, air carrier xx, originated in plattsburg, ny at XA55 local time. An IFR clearance was given to the aircraft and read back to burlington clearance. We were handed over to albany approach control, and advised them of the current ATIS. The controller proceeded to vector the aircraft for a VOR 28 in albany, the approach requires 1 mi of visibility. He also descended the aircraft to 5000' MSL, continually advising us of visibility and runway conditions due to snow removal in progress on runway 1/19. Vectored to the south, further descent to 3000' MSL and was advised of 3/4' of snow on runway 28. At approximately XB30 local, the controller realized that we should not be on this approach and told us to turn south, join V123 to the group intersection and hold as published, efc time of XC45Z. We did so as instructed at 3000' MSL. At the efc time we inquired as to the status of the airport. The controller replied that he would check. Several seconds passed and the controller responded '1/19 is open, what are your intentions?' we replied we would like to shoot the approach to runway 01 (ILS), to which he vectored us to the final approach course and descended us to 2500' MSL. At no time did he advise us of the airport being below landing minimums. We continued the approach, were switched to tower frequency, who also gave no visibility report, and cleared to land on runway 01. Outside of the middle marker, tower advised that trucks were on the runway and would be clearing momentarily and also gave us a braking action report for the runway. We continued on the approach to decision height, saw the lights and the runway and landed the aircraft. Reported to the tower that the braking action was actually poor and was advised to contact ground control.

Narrative: THE FLT IN QUESTION, ACR XX, ORIGINATED IN PLATTSBURG, NY AT XA55 LCL TIME. AN IFR CLRNC WAS GIVEN TO THE ACFT AND READ BACK TO BURLINGTON CLRNC. WE WERE HANDED OVER TO ALBANY APCH CTL, AND ADVISED THEM OF THE CURRENT ATIS. THE CTLR PROCEEDED TO VECTOR THE ACFT FOR A VOR 28 IN ALBANY, THE APCH REQUIRES 1 MI OF VISIBILITY. HE ALSO DESCENDED THE ACFT TO 5000' MSL, CONTINUALLY ADVISING US OF VISIBILITY AND RWY CONDITIONS DUE TO SNOW REMOVAL IN PROGRESS ON RWY 1/19. VECTORED TO THE S, FURTHER DSCNT TO 3000' MSL AND WAS ADVISED OF 3/4' OF SNOW ON RWY 28. AT APPROX XB30 LCL, THE CTLR REALIZED THAT WE SHOULD NOT BE ON THIS APCH AND TOLD US TO TURN S, JOIN V123 TO THE GROUP INTXN AND HOLD AS PUBLISHED, EFC TIME OF XC45Z. WE DID SO AS INSTRUCTED AT 3000' MSL. AT THE EFC TIME WE INQUIRED AS TO THE STATUS OF THE ARPT. THE CTLR REPLIED THAT HE WOULD CHECK. SEVERAL SECONDS PASSED AND THE CTLR RESPONDED '1/19 IS OPEN, WHAT ARE YOUR INTENTIONS?' WE REPLIED WE WOULD LIKE TO SHOOT THE APCH TO RWY 01 (ILS), TO WHICH HE VECTORED US TO THE FINAL APCH COURSE AND DESCENDED US TO 2500' MSL. AT NO TIME DID HE ADVISE US OF THE ARPT BEING BELOW LNDG MINIMUMS. WE CONTINUED THE APCH, WERE SWITCHED TO TWR FREQ, WHO ALSO GAVE NO VISIBILITY REPORT, AND CLRED TO LAND ON RWY 01. OUTSIDE OF THE MIDDLE MARKER, TWR ADVISED THAT TRUCKS WERE ON THE RWY AND WOULD BE CLEARING MOMENTARILY AND ALSO GAVE US A BRAKING ACTION REPORT FOR THE RWY. WE CONTINUED ON THE APCH TO DECISION HEIGHT, SAW THE LIGHTS AND THE RWY AND LANDED THE ACFT. REPORTED TO THE TWR THAT THE BRAKING ACTION WAS ACTUALLY POOR AND WAS ADVISED TO CONTACT GND CTL.
