Narrative:

Originally cleared to 5000'. Departure cleared us up to 15000', which was fully read back. At 11300' climbing ATC asked if maintaining 11000'. Closed throttles, descended to 11000' immediately and then stated that we had been cleared to 15000'. I am about 95% certain that cleared altitude was 15000', but am not requesting ATC tapes, since there is a reasonable chance that there will be no further FAA investigation. To the best of my knowledge no other aircraft were involved. Comments: 1) the best solution to the misunderstanding is a data-link transfer. 2) the system does not allow open investigation, since this might cause disciplinary action for the individuals who report the incident.

Title: FLT CREW OF WDB DEPARTING JFK UNDERSTOOD THAT THEY WERE CLEARED TO 15000', BUT PASSING THROUGH 11300; THE CTLR INFORMED THEM THAT THEY WERE SUPPOSEDLY TOLD TO MAINTAIN 11000'.

Narrative: ORIGINALLY CLRED TO 5000'. DEP CLRED US UP TO 15000', WHICH WAS FULLY READ BACK. AT 11300' CLBING ATC ASKED IF MAINTAINING 11000'. CLOSED THROTTLES, DSNDED TO 11000' IMMEDIATELY AND THEN STATED THAT WE HAD BEEN CLRED TO 15000'. I AM ABOUT 95% CERTAIN THAT CLRED ALT WAS 15000', BUT AM NOT REQUESTING ATC TAPES, SINCE THERE IS A REASONABLE CHANCE THAT THERE WILL BE NO FURTHER FAA INVESTIGATION. TO THE BEST OF MY KNOWLEDGE NO OTHER ACFT WERE INVOLVED. COMMENTS: 1) THE BEST SOLUTION TO THE MISUNDERSTANDING IS A DATA-LINK TRANSFER. 2) THE SYS DOES NOT ALLOW OPEN INVESTIGATION, SINCE THIS MIGHT CAUSE DISCIPLINARY ACTION FOR THE INDIVIDUALS WHO RPT THE INCIDENT.
