Narrative:

Flew into geu from maf under IFR flight plan. Received vectors and visibility approach to geu by phx approach. Upon departure from geu on 3/mon/90, having filed an IFR flight plan, was advised by geu tower (non-FAA) to contact phx approach, 126.6 MHZ, when airborne and maintain VFR. Called 126.6 approach on crosswind leg and asked for clearance. Was told to remain clear of TCA and stand by. The problem was that I had no TCA information of value from 2 current maps. The current gg-19 WAC chart, valid till about 6/28/90, only showed an arsa, which I was clear of. My us-identification chart dated 2/9/90 (current) shows a TCA with no altitude (vertical) detail and very obscure plan information. Not knowing where the TCA really was, but aware of luke AFB to the immediate west, I flew ssw for 1-2 mins until receiving clearance to climb. My opinion is that TCA's should be well documented on chart before being placed into effect, with an effective date on charts. The increasing # of TCA's and arsa's are making it increasingly difficult for 1-M crews to carry the applicable, much less current charts, and then consult them during terminal flight paths.
