Narrative:
Unreliable fuel quantity gauge #1 tank went to 0 2 hours out of hnl. Unable to observe leak. Possible migration of fuel to #3 tank. Captain elected to declare emergency, we verified tank #1 was empty. Recalculated fuel total, and cancelled emergency, but requested priority into hnl. Since an emergency was declared, thought this form a good idea. We landed with 23000#, which is ok. Verified tank #1 wa dry. This airline has been plagued with fuel gauge problems on this type aircraft.
