Narrative:

We were being vectored by detroit TRACON to yip. Since this was a training flight for a new captain, we requested the ILS to 23L and were told to expect that approach. As we were given a heading to intercept the ILS, we were having difficulty picking up the ILS on either navs. We had no flags, but the localizer appeared to have reverse sensing. Approach control cleared us for the ILS to 23L and told us to contact willow run tower. When I called the tower I asked them if the ILS was on the air and they told us that it was OTS. They cleared us for the visibility approach to 23L and the remainder of the approach and landing were uneventful. As we turned off the end of the runway, the tower advised us that we had been cleared to land on 23R, but that it was not a problem. I asked the PF if he had heard the change of runways and he said that he understood, as I had, that we were cleared to land 23L. We told the tower that dtw approach had cleared us for the ILS 23L, and they told us that they had not notified them that the ILS was OTS. The ATIS did not reflect the ILS OTS either. Circumstances that may have caused the confusion was a discussion between the 2 pilots over the fact that we would not be able to execute the final ILS in our training and since yip is our home airport, we normally land on 23L or 5R. Both of us believe that we had been cleared to land on 23L and I believe that I read back our landing clearance as 23L.

CIRCUMSTANCES THAT MAY HAVE CAUSED THE CONFUSION WAS A DISCUSSION BTWN THE 2 PLTS OVER THE FACT THAT WE WOULD NOT BE ABLE TO EXECUTE THE FINAL ILS IN OUR TRNING AND SINCE YIP IS OUR HOME ARPT, WE NORMALLY LAND ON 23L OR 5R. BOTH OF US BELIEVE THAT WE HAD BEEN CLRED TO LAND ON 23L AND I BELIEVE THAT I READ BACK OUR LNDG CLRNC AS 23L.
