Narrative:

The problem arose from another facility issuing 2 incorrect frequencys. Pilot received 2 frequencys not available to iad and the third frequency. Change was to my sector which was the incorrect frequency to iad approach. Upon recognition of the error, switched the aircraft to the appropriate iad frequency, which in the interim, 3000' outside (below my airspace) pilot reported unobserved or tracked/VFR traffic pass in close proximity to his position.

Title: ACFT WAS ISSUED THE WRONG FREQ AND WHILE IN THE PROCESS OF CHANGING TO THE CORRECT FREQ CAME IN CLOSE PROX TO A VFR ACFT.

Narrative: THE PROB AROSE FROM ANOTHER FAC ISSUING 2 INCORRECT FREQS. PLT RECEIVED 2 FREQS NOT AVAILABLE TO IAD AND THE THIRD FREQ. CHANGE WAS TO MY SECTOR WHICH WAS THE INCORRECT FREQ TO IAD APCH.
